Billing Cycle
City of North Richland Hills utility bills are sent out once a month in eight cycles. The bill date will fall on a Tuesday or Friday, depending on what area of town you live in. The bill is due 20 calendar days after the bill date. A late charge of 10% will be applied to all accounts that become delinquent. The minimum charge for residential accounts is $2.50 and $15 for commercial customers. Senior citizens are exempt from penalties.

Payment Options
Pay or view your bill online. Any payments made after 5:00 p.m. will be processed the next day.

By Phone
The telephone payment system is available 24 hours a day, seven days a week. To pay your bill by phone, please call 817-427-6318.

By Mail
To pay your bill by mail, please use the envelope included with your bill. Please enclose the bottom portion of your bill along with a personal check or money order:

In Person at City Hall
Payments can be made in person between the hours of 8 a.m. and 5 p.m. Monday through Friday at the Utility Customer Service Office, on the first floor of City Hall:

A drive-through window is open to receive payments on Monday, Tuesday, Thursday and Friday from 7:30 a.m. to 5:30 p.m. The window is open on Wednesday until 6:30 p.m. Please Note: Effective February 1, 2016 our drive through payment window is permanently closing.

At Fidelity Express
Customers can pay their water bill in person at nearly 20 Fidelity Express pay stations. The cost of the service is $1.50 per transaction. These walk-in locations accept cash, check or money orders. View a list of authorized Fidelity Express payments sites.
