Assistant Chief Hamlin has served the citizens of North Richland Hills since his employment with the Police Department in January of 1985. In March of 2007, he was promoted and appointed as the Captain of the Uniformed Services Division. In May 2009, he was promoted to the rank of Assistant Chief of Police overseeing the Operations Bureau. Assistant Chief Hamlin has served in patrol, field training, SWAT, and criminal investigations. His supervision has included patrol, juvenile investigations, and crime scene. He has twice been recognized with the department's Supervisor of the Year award.

Assistant Chief Hamlin is a graduate of the Texas Department of Public Safety's Polygraph Examiner School and is a State of Texas licensed polygraph examiner. Additionally, he is a graduate of the University of Texas at Arlington with a Bachelor's degree in Criminology. Assistant Chief Hamlin holds a Permanent Peace Officers License for the State of Texas and a Master Peace Officer License. He is a graduate from the 238th Session of the FBI National Academy, the Institute for Law Enforcement Administration, Police Supervision Course and the 38th Session of the Senior Management Institute for Police (PERF).  

The Operations Bureau is under the command of Assistant Chief  Hamlin who is responsible for coordinating the activities of the Uniformed Services Division and the Criminal Investigations Division. In addition to the assistant chief, the bureau is staffed by two captains, four lieutenants, 13 sergeants, 72 police officers and 25 civilian personnel.
