Joining the Police Department in October of 1989, Assistant Chief Kancel has served the citizens of North Richland Hills over 21 years. In March of 2007, he was promoted to the rank of Assistant Chief of Police over the Operations Bureau. In May 2009, he began his current assignment of overseeing the Management Services Bureau. During his years of service, he has worked within and supervised many areas of policing including patrol, SWAT, training, internal affairs, professional standards, school resource and community services. He was recognized with the department's Supervisor of the Year award in 2005.
Assistant Chief Kancel holds a Permanent Peace Officers License for the State of Texas, a Master Peace Officers License, and he is a Texas Commission on Law Enforcement Standards and Education licensed instructor. Additionally, he is a graduate of Mountain State University with a Bachelor's degree in Organizational Leadership. Assistant Chief Kancel is a graduate from the 232nd Session of the FBI National Academy, the Police Supervision Course and the Advanced Management College at the Institute for Law Enforcement Administration, and the 44th Session of the Senior Management Institute for Police (PERF).
The Management Services Bureau is under the command of Assistant Chief Kancel. This Bureau is responsible for coordinating the activities of the Administrative Services Division and the Technical Services Division. In addition to the assistant chief, the bureau is staffed by one captain, one lieutenant, two sergeants, eight police officers, one civilian division coordinator and 40 full-time civilian personnel.
