The Management Services Bureau is under the command of Assistant Chief Hamlin. This Bureau is responsible for coordinating the activities of the Administrative Services Division and the Technical Services Division. In addition to the assistant chief, the bureau is staffed by one captain, one lieutenant, two sergeants, five police officers, one civilian division coordinator and 63 full-time civilian personnel.

Assistant Chief Hamlin has served the citizens of North Richland Hills since his employment with the Police Department in January of 1985. In March of 2007, he was promoted and appointed as the Captain of the Uniformed Services Division. In May 2009, he was promoted to the rank of Assistant Chief of Police overseeing the Operations Bureau. Assistant Chief Hamlin has served in patrol, field training, SWAT, and criminal investigations. His supervision has included patrol, juvenile investigations, and crime scene. He has twice been recognized with the department's Supervisor of the Year award.

Assistant Chief Hamlin is a graduate of the Texas Department of Public Safety's Polygraph Examiner School and is a State of Texas licensed polygraph examiner. Additionally, he received a Bachelor's degree in Criminology from the University of Texas at Arlington and a Master of Science degree in Criminal Justice Leadership and Management from Sam Houston State University. Assistant Chief Hamlin holds a Permanent Peace Officers License for the State of Texas and a Master Peace Officer License. He is a graduate from the 238th Session of the FBI National Academy, the Institute for Law Enforcement Administration, Police Supervision Course and the 38th Session of the Senior Management Institute for Police (PERF).
